This plaque was placed at the end of Lefcadio Hearn Street by the Hearn Society of Matsue in 2000.

It is worth noting that Lefkadio Hearn was born in Greece, which is noted since antiquity for its high seismic activity, and passed away in another earthquake-plagued country, i.e.Japan.  The house where LH was born is a typical example of the Lefkadite architectural style.  Buildings in Lefkada, much like in Japan, are designed to this day to be earthquake-resistant, consisting of a lightweight upper structure and featuring stone ground floors and wooden upper floors.
The technique exists until now and it can be seen also at Hearn's house. (more info about Lefkadite structure system)
